  此經全文分三段,後兩段以「老君曰」起始。首段為此經之綱要,論述觀心修道之法,文云:「若夫修道,先觀其心。心為神主,動靜從心。心動無靜,不動了真。心為禍本,心為道宗。不動不靜,無想無存。無心無動,有動從心。了心真性,了性真心。心無所住,住無所心。了無執住,無執轉真。空無空處,空處了真。」其修道之法,是由內觀其心,使動靜由心,了心真性,而無所執著。
  此經亦是受《太上老君說常清靜妙經》(《清靜經》)影響所撰成的道經,以《清靜經》流行的情形看,此經的撰作年代約在唐代。
此書為元世祖時人李道純所註,全書篇幅不長,李氏愛用《易經》以注《清靜經》,註中較少內丹修煉說,而偏重遣慾清心,動靜一體之發揮。
  此書書名下題:「都梁參學清庵瑩蟾子李道純註」。李道純為宋末元初的道士,字元素,號清庵,自號瑩蟾子,都梁人,為白玉蟾再傳弟子。事蹟見《揚州府志》、《鳳陽府志》。李道純註中頗可看出三教合一之主張,《清靜經》「上士無爭」下李道純註云:「遵儒書不爭之言,行釋經無爭之行,此一法出於無法,洞觀冥契,是名上士也。」李道純的三教合一主張,見於其弟子所編《清庵瑩蟾子.語錄》(《正統道藏·太玄部·卑字號》新文豐第40冊)。李氏並提出老^之道為「真常之道」,以此作為內丹理論的基礎。李氏「真常之道」,應是由《清靜經》:「真常應物,真常得性,常應常靜,常清靜矣。」有以啓之。
